STANDARDS AND PROCEDURES
A. Standards
Location and whether the land is suitable for open space purposes were the major criteria and standards used to establish priorities under this Plan. Cost, availability of willing seller (no condemnation power will be sought), location and suitability will be the standards that will guide the Township Board in acquisition. Acquisition of properties in each of four quadrants will be a major consideration. Also important is the acquisition of property which create linkages between contiguous tracts of open space, including existing open space. (See p. 7) Acquiring properties that establish visual relief along highly traveled roadways is also a high priority. Land identified as priorities under this Plan is identified and described on pages that precede corresponding Primary, Secondary and Tertiary Site maps. (See pp. 8- 20).
B. Procedures Property can be acquired through gift, legacy or purchase of fee simple or any lesser right or interest, including purchase of development rights. The procedures for establishing priorities for the acquisition of properties identified in the Plan include the following: * The Township Board or its designated agent is to make good faith attempts to negotiate directly with owners of targeted properties with a willingness to pay fair market value after an independent appraisal of the properties. * Properties may be acquired in any order from any of the following priority lists and maps based on cost, availability of willing seller, location and suitability for open space purposes. *If land on Priority List I is not available for acquisition, then property on Priority Lists II and III will be considered. *If properties not on the list become available and desirable to the Township Board and further open space purposes as identified in this Plan, the Board can vote to amend or add to the Plan without additional referendum if the amendments or additions do not provide for expenditures in excess of those provided in the original plan and do not provide for the acquisition of property other than from persons who are selling their property voluntarily. |
